Слово шведского происхождения. Омбудсмен — это парламентский уполномоченный, чиновник, назначенный парламентом, чтобы служить посредником между гражданами и официальными властями; уполномоченный по правам человека. В Швеции пост омбудсмена был создан в 1809 г., а первого британского омбудсмена (официально Parliamentary Commissioner for Administration) назначили только в 1967 г.
